This is a trader-eligibility collection, not a headquarters collection. A firm is listed when its effective availability scope is global or global_restricted and U.S. trader acceptance is not a confirmed yes. That includes firms researched as not accepting U.S. traders and firms whose U.S. eligibility is unclear or not yet researched. A stored “global” value with a restricted list or note counts as global-with-restrictions. Regional, selected-country, and not-stated scopes are not treated as global. Absence means the firm is not confirmed for this bucket — not that it rejects traders outside the United States, and not that a missing firm accepts U.S. traders.
